Your telegram No. 112.
I have given a full explanation to British Chamber of
Commerce and a strong reprimand to British Central Executive
Committee has been proposed, The general wish is that His
Majesty's Ambassador and Governor of Hongkong should be joint
Presidents and that I should be Chairman of the Committee. The
China Association, London, have approved scheme which now awaits
your approval before being launched.
The Central Executive Committee would act through various
administration committees for expenditure of funds, full details
are in possession of China Association.
I shall be glad to receive confirmation that His Majesty's Ambassador and Governor of Hongkong will accept post of Joint
Fresident and that they appoint personnel of Central Executive Committee as already suggested.
I also desire to know whether my taking the post of Chairman of the Committee is approved.
It is suggested that above Committee would cover the whole
of China and establish branch of Executive Committees in
different centres if possible with Consul acting as Chairman.
